First, you need to select all the keyframes (including the first). This can be done by click-dragging over the keyframes in a given timeline or shift-clicking each of the keyframes in the timeline.
Now, Option(Alt)-Control drag the last keyframe to expand (stretch) or compress the selected keyframes for that particular timeline.
This cannot be done across multiple timelines.
